Night Journeys by Avi

The young boy in this book lost his family to fever. He lives with a Quaker family now. His new father is a justice of the peace who is expected to enforce the law. This becomes difficult when he and the boy are involved in capturing fleeing bondsmen...who turn out to be a young boy and girl.

The boy was originally hoping to find and turn in the runaways for a reward... but things change.

A well-crafted story, with excellent vocabulary for those who appreciate that sort of thing.
